  17. <p>    U.S. District Court Judge Gerhard Gesell is known as a
  18. tough sentencer, but he turned surprisingly lenient last week.
  19. Though Gesell could have sent former Lieut. Colonel Oliver North
  20. to prison for ten years for his role in the Iran-contra affair,
  21. the judge declined to do so. Instead, after listening to North
  22. softly declare that he had grieved over his "mistakes," he
  23. handed North three suspended sentences, two years' probation,
  24. $150,000 in fines and 1,200 hours of community service in an
  25. antidrug program for inner-city youths. (The Navy promptly
  26. suspended North's $23,000-a-year pension but recommended that
  27. the Comptroller General restore it when the matter comes before
  28. him.) Incarceration, Gesell explained, would only harden the
  29. "misconceptions" that had led North into wrongdoing. In Gesell's
  30. sight, North was a "low-ranking subordinate" ordered into
  31. illegal activity by "cynical superiors" in the White House's
  32. "elite isolation." Said Gesell: "You're not the fall guy for
  33. this tragic breach of public trust."
